You may be inside a Contact record and need quickly to navigate to create some new contact custom fields?

If you look to the right of your screen you will see the Custom Fields section, within which is the button:  Add New Custom Fields:

Click through and you find yourself on the main custom fields page with Contact custom fields showing and you can now Add new contact custom field
