Yes they are. Whether you are merging groups or creating a custom report where you include groups (and then use the create as group hyperlink) rest assured any duplicate contacts will be removed, leaving unique contacts only.

Even duplicate contacts without an email address are removed in the merged new group, as we have 2 unique identifiers for Contacts and they are Email address and Contact ID
