Are you the master user? With leads and sales only the master user gets access to see everyone's leads and sales. If you are not the master user then you don't get the ability to see everyone's sales and leads.

Are you on a Sales or Complete account level? The sales module is only available for Sales and Complete account types/levels

If you are the master user for the account and still can't see the leads and sales, please raise a support ticket
